What is Dehati Nalishi? Meaning, Legal Importance, and Difference from FIR

"Dehati Nalishi" is a term commonly used in Indian criminal law practice, especially in states like Uttar Pradesh and Madhya Pradesh. It refers to the first oral or written information of a cognizable offence recorded by the police at the place of occurrence or outside the police station, before a formal FIR is registered at the police station.

In simple words, when police officers reach a village, hospital, roadside, or crime scene and record the complaint there itself because immediate recording is necessary, that statement is called a Dehati Nalishi.

Meaning of the Term

●“Dehati” means rural/village area.
“Nalishi” means complaint or information regarding an offence.

Thus, Dehati Nalishi literally means a village complaint/report.

Purpose of Dehati Nalishi

It is usually recorded when:-

●the victim is seriously injured,
●there is urgency,
●the police cannot wait to return to the police station,
●the incident occurred in a remote area,
●or immediate investigation is required.

Legal Nature

A Dehati Nalishi generally becomes the basis of the FIR under Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (earlier Section 154 of the Code of Criminal Procedure, 1973).

After recording the Dehati Nalishi:-

1. Police send it to the concerned police station.
2. A formal FIR is registered.
3. Investigation begins thereafter.

Example

Suppose a person is assaulted in a village and taken to a hospital. The police officer reaches the hospital and records the injured person's statement immediately. That statement is treated as a Dehati Nalishi, and later an FIR is formally registered at the police station.
