Employee eligible for promotion if he possesses requisite educational qualification, irrespective of whether criteria were fulfilled before or during service: Allahabad High Court

The Allahabad High Court held that a candidate having requisite educational qualification is entitled to promotion if all other criteria are fulfilled. It held that it is irrelevant whether these criteria were fulfilled before or during service.

Justice Ajit Kumar said, "If the candidate possesses the qualification before entering the service, he is equally entitled to promotion to the post of Junior Engineer within the 5% quota under the rules."
